The proposed Pandemic Preparedness and Response (PPR) Treaty should address digital inequalities arising from different health systems' capabilities to utilize digitalization benefits. Digital health capabilities should be included as a component of pandemic preparedness to prevent further inequalities between digitally enabled and non-digitally enabled health systems. The PPR Treaty should serve as a platform for all World Health Organization member states to develop a coherent pandemic preparedness plan and implement aspects of it through digital means.
